With a view to strengthening the regulation of pawnshops, and standardizing their business practices, pursuant to the Administrative Measures for Pawnshops (Decree No. 8 [2005] of the Ministry of Commerce and the Ministry of Public Security), this Notice is hereby issued as follows on the format of national uniform pawn tickets and certificates of pawn renewal and matters relating to the use and administration thereof:

為加強對典當行的監管,規范典當行的經營行為,根據《典當管理辦法》(商務部公安部2005年第8號令)的有關規定,現就全國統一當票及續當憑證格式,以及有關使用和管理事項通知如下:
1. A pawn ticket is a lending-borrowing deed between a pawnshop and a pawner, and the major basis to determine the rights and obligations of both parties. National uniform pawn tickets are classified into "pawn ticket" and "certificate of pawn renewal" to be used in, respectively, pawn and pawn renewal.
2. Pawn tickets shall be issued for each pawn transaction. A pawnshop and a pawner shall enter into a supplementary written contract for agreements on matters other than those covered in the pawn ticket, provided that the agreements so made shall not be in violation of relevant laws, regulations and the Administrative Measures for Pawnshops.
3. Pawn tickets shall be produced under the supervision of competent commerce departments of all provinces, autonomous regions, municipalities directly under the Central Government, cities separately listed in the State plan and the Xinjiang Production and Construction Corps (hereinafter referred to as the "Competent Commerce Departments at the Provincial Level").
4. Pawnshops shall purchase pawn tickets and certificates of pawn renewal from Competent Commerce Departments at the Provincial Level, and cancel the same after verification by the latter. Specific measures for the purchase and verified cancellation of pawn tickets and certificates of pawn renewal shall be formulated by Competent Commerce Departments at the Provincial Level.
5. The national pawn industry supervision and administration information system (hereinafter referred to as the "Regulatory Information System") shall apply information-based management to pawn tickets in a unified manner. Competent Commerce Departments at the Provincial Level shall enter information on the pawn tickets and certificates of pawn renewal collected by enterprises into the Regulatory Information System for record-filing. The numbers of the pawn tickets and certificates of pawn renewal registered in the said system shall be consistent with those of the actual tickets and certificates used. Pawnshops shall, when issuing pawn tickets, submit the data and information thereon to the Regulatory Information System.
6. Requirements on the production and printing of pawn tickets and certificates of pawn renewal:
(1) Both a pawn ticket and a certificate of pawn renewal shall be in quadruplicate, including: the stub, the financial page, the page for safekeeping and the page for pawners. Pawn instructions (see Appendix 1), and instructions on pawn renewal (see Appendix 2) shall be printed, respectively, on the back of the page for pawners of a pawn ticket and a certificate of pawn renewal.
(2) Pawn tickets and certificates of pawn renewal shall be printed and produced with NCR paper. Requirements for paper weight are as follows: 45 grams for coated back, 52 grams for coated front and back, and 80 grams for coated front. A pawn ticket, in its finished product, shall be in the uniform size of 210 × 140 mm, with the table size of 187 × 93 mm (see Appendix 3 for pattern of a pawn ticket). On the other hand, the finished product of a certificate of pawn renewal shall be in the uniform size of 210 × 85 mm, with the table size of 154 × 45 mm (see Appendix 4 for the pattern of a certificate of pawn renewal).
(3) The serial numbers of pawn tickets and certificates of pawn renewal shall be uniformly printed thereon. Such a serial number shall have at least ten (10) digits, with the first two being the provincial code of the pawn business license (see Appendix 5 for the definition of provincial code), and the third and fourth digits being the batch number for printing the ticket/certificate. No two pawn tickets or certificates of pawn renewal may have the same serial number.
(4) Pawn tickets and certificates of pawn renewal shall be printed and produced according to their respective standard format (see Appendix 6 and Appendix 7).
(5) Pawn tickets and certificates of pawn renewal shall not be altered, forged and transferred.
(6) Except for information on review, processing and safekeeping, and the signatures and seals of pawners and pawnshops, pawn tickets and certificates of pawn renewal issued by pawnshops shall be printed by printers, with the Chinese characters and characters (including numerals) thereon being printed in SimSun in the font of 11pt.

(一)當票和續當憑證均為一式四聯,包括:存根、財務、保管、當戶。在當戶一聯的背面,當票應印制典當須知(見附件1),續當憑證應印制續當須知(見附件2)。
(二)當票、續當憑證須用無碳復寫紙印制。紙張的克重要求為:上紙45克,中紙52克,下紙80克。當票的成品尺寸統一為210×140毫米,表格尺寸為187×93毫米(當票樣式見附件3);續當憑證的成品尺寸統一為210×85毫米,表格尺寸為154×45毫米(續當憑證樣式見附件4)。
(三)當票和續當憑證票號統一印刷在票據上,當票和續當憑證的票號至少為10位,號碼不得重復,前兩位為典當經營許可證的省別號(省別號定義見附件5),第三、四位為當票印制的批次號。
(四)按當票和續當憑證標準格式(見附件6、附件7)印制。
(五)當票和續當憑證不得涂改、偽造和轉讓。
(六)除復核、經辦、保管、當戶簽章和典當行簽章信息外,典當企業開立的當票和續當憑證必須采用打印機打印。機打當票和續當憑證時,票面漢字及字符(包括數字)信息使用宋體,字體大小為11pt。
7. Pawnshops shall publicize pawn-related matters in shop premises. Pawners shall be informed of pertinent matters in pawn transactions, and be reminded of the pawn instructions on the back of pawn tickets.
8. Pawn tickets may be in normal use, become invalid, be lost or be deregistered. Where a pawn ticket or certificate of pawn renewal is lost, the pawner concerned may be issued with a replacement pawn ticket or certificate of pawn renewal after he/she has promptly reported the loss to the pawnshop and paid a certain processing fee.
9. New national uniform pawn tickets shall be put into official use on September 1, 2011 in replacement of the old ones.
